The Recruiter will be responsible for developing and implementing innovative recruitment strategies and solutions to quickly secure qualified candidates for hard-to-fill vacancies. Will also collaborate with university administrators and faculty to define vacancy requirements and gather information regarding department environment/culture, etc. to ensure proper candidate suitability.
Qualifications include BA/BS degree and two years of progressively responsible experience analyzing, interpreting, applying, communication and promoting HR best practices in the context of organizational goals and objectives; or equivalent combination of training and experience. Must have professional recruiter experience including sourcing candidates for hard-to-fill vacancies using a variety of recruitment techniques. Ability to determine future recruitment needs and develop successful strategies for meeting those needs. Knowledgeable of federal and state personnel related regulations and laws. Prefer 3-5 years of professional recruiter experience employing a variety of recruitment programs and techniques. HR related certification- PHR or SPHR a plus.

Position: Administrative Support Specialist - Executive Search Services

Summary
Provide technical and administrative support to Director, Executive Search Services, who manages internal search services in a high expectations setting. Assist with tasks related to candidate identification, screening, interviewing, reference checking, relocation, and follow-up. Produce reports, correspondence and billing. Build and cultivate effective relationships with administrators and prospective candidates.
Provide support services to search committees: coordinate HR, Legal, and OEO participation with Search Committee schedule meetings; disseminate confidentiality agreements; PeopleAdmin processing; placement and billing of advertisements; schedule interviews; make travel arrangements; secure background checks; and prepare correspondence. Cross functional HR projects as needed.
Qualifications
High school graduation with one year of related office experience or equivalent required. Knowledge of employment practices (recruitment, interviewing, reference checking, hiring, candidate follow up); developed project management skills. Excellent verbal and written communication skills with ability to handle sensitive and confidential matters with tact and diplomacy. Must be a self starter. Advanced Word, Excel, and internet skills.
Minimum of two years of administrative or technical/paraprofessional experience in professional and executive level recruitment, BA/BS, and PHR certification a plus. Access skills preferred.

Payroll Tax Specialist-Position Number 41129

NC State University in Raleigh, NC is seeking a Payroll Tax Specialist to direct the Taxation and Special Reporting units in the Payroll Department. This unit of HR is a fast-paced, deadline driven department that pays over 21,000 employees.
Requirements:
Must have a BS/BA degree and three years experience or an equivalent combination of training and experience. Prefer a four year Accounting degree and 5 years experience in tax accounting with additional business IT skills in: PeopleSoft Human Resources and Financials, query writing and SQR, SQL and Windstar a plus. Management experiences a plus. Excellent written and oral communication skills and a flexible and adaptable personality with the ability to work in a dynamic environment. Expertise in the employment tax functions within the multi-state, federal and international arena. Must be proficient in MS Office including Excel and Access.
Essential Job Duties:
The Payroll Tax Specialist will direct the Taxation and Special Reporting units in the Payroll Department with responsibility of four employees. Will lead data exchange reports/interfaces between the University and 2 Federal and 35+ state tax agencies. Perform analysis, design and testing associated with developing, enhancing or upgrading large computer applications. Responsible for developing and implementing methods for streamlining operations and improving customer service. Responsible for ensuring that all accounts receivable checks are properly accounted for. Manage large volume of overpayments from discover, research calculation, notification, collection, reconciliation, and electronic broadcast of related quarterly reports to campus users. Will test and debug problems as well as work with Enterprise Technology Services and Support (ETSS) to maximize/convert reports published to the web. Will also assist the Payroll Director with special projects.

ASSISTANT DIRECTOR, HR BENEFITS SYSTEMS

Both involve significant internal deployment – including configuration, functional specification development, system testing, troubleshooting, data analysis, data transmission, reporting, and compliant plan administration.
The Assistant Director will manage the operational and programmatic responsibilities of the Benefits department with respect to the Peoplesoft/Oracle system. Provides leadership in strategic planning, process improvement, and staff development, with a special emphasis on technical systems. Provides cross-functional expertise and guidance regarding creative approaches to technical challenges by serving as the primary system liaison with external benefit vendors and internal partners such as Payroll and IT. Oversees the design, development, implementation, and management of HR Systems used for University benefit programs as a function of the enterprise system; evaluates and recommends modifications and/or upgrades; serves as lead functional team member. Includes the management of leave, phased retirement programs, benefit programs for special constituencies such as post docs, and employee recognition programs.
Will assist with defining and maintaining specifications of setup tables and vendor interfaces; supervise 5 benefits counselors; establish standards to audit benefit programs and develop measures to implement effective corrective action; coordinate open enrollment periods and work closely with the Director on plan renewals and implementations.
Requirements: Four year degree and three years experience in IT or equivalent; supervisory experience; and technical experience with PeopleSoft/Oracle Human Resources. Must have knowledge of benefits administration and payroll processes; reporting skills to support data analysis: ISQL, SQL, and SQR; exceptional written communication and interpersonal skills and the ability to collaborate, influence, and manage internal/external elements; working knowledge of Svbase and Oracle databases, database management, debugging tools, regression testing tools, load testing tools; and proficiency in MS software tools (Word, Excel, Access, PowerPoint, Visio). Working knowledge of web design a plus.
